Unlike New York and Cuba, Moscow is quite different to progress jobs. It's chapter by chapter and a finale. You have to complete the current chapter in order to unlock the next chapter. At the end of the level mastery, you have a boss fight, which can be completed with the help of your mafia.

After you finished all jobs in Chapter 1, Chapter 2 will be unlocked:
In Chapter 2, you have to choose a side. Vory or Mafiya.
I picked Mafiya in level 1 mastery. After completing the jobs in it, Chapter 2 jobs will be available:
After finishing all jobs in Chapter 2, Chapter 3 jobs will be opened:
After completing all jobs in Chapter 3, Finale will be opened, which involved Boss Fight which is Dmitri Leonov. Please see below for the Finale job:

After I've completed the first job in Chapter 3 (ie. Threaten a Gang's Supplier), the Cigarette Smuggling Ring business opened.
